2024-2025 CDBG Annual Action Plan (AAP) Draft Available for Public Comment
Public Comment Period & Public Hearing Information
The U.S. Department of Housing & Urban Development (HUD) will be continuing to grant Community Development Block Grant (CDBG) Funds for the 2024-2025 Annual Action Plan for the Village of Hoffman Estates, and as such will be granting $251,122.00 for future CDBG projects outlined within the AAP.
The Village of Hoffman Estates will conduct a public comment period and a public hearing to receive public input on the Village's draft CDBG Annual Action Plan (AAP). The Plan provides a roadmap for the use of funds by the Village for the 2024 Program Year (October 1, 2024 to September 30, 2025).
A copy of the AAP will be available for a 30-day public comment period from June 19 through July 20. The plan is available for viewing at Village Hall, or by clicking the link below. All interested citizens are encouraged to submit written comments to the Village of Hoffman Estates, Planning Division, 1900 Hassell Road, Hoffman Estates, IL 60169, no later than July 20, 2024.
A public hearing to discuss the draft plan will take place at Village Hall on July 18, 2024 at 3:00 p.m.
The United States Department of Housing and Urban Development (HUD) allocates funding for the Village's CDBG program and ensures that the Village abides by Federal regulations in the utilization of funds. The 2024-2025 Plan will mark the 5TH year of the Village's current 5-year CDBG Consolidated Plan. Questions about the CDBG program can be directed to Michael Walker at 847-781-2669.

PY2022 CDBG CAPER Submittal Accepted by HUD
Final PY22 CAPER
The Village of Hoffman Estates submitted its CDBG CAPER for PY22 at the end of 2023 and HUD has accepted this document. The document showcases how CDBG (and also CDBG-CV) funds were used by the Village for the 2022 Program Year (From October 1, 2022 to September 30, 2023).

CDBG COVID Response: CDBG-CV
The Village Amended its 2015-2019 Consolidated Plan and 2019 Annual Action Plan (AAP) to include $433,435 of COVID-19 response funding. This CV Funding was made available as a result of the Federal CARES Act that as passed in 2020. The Village plans to utilize the CV funds until the program ends - in 2023, the 80% requirement was removed, so funding of existing CDBG-CV projects will continue beyond 2023. COVID-19 CARES ACT (CDBG-CV) GRANTS:
Grants up to $12,000 are available to assist moderate and low income Village residents to help make up rent payments that are behind due to a hardship related to the COVID-19 Pandemic. Eligible residents must have a household income at or below 80% the area median income, rental unit must be a primary residence in Hoffman Estates, applicant must be able to provide proof of financial hardship due to the COVID-19 Pandemic, and applicant must currently be behind on rent. The program is sponsored by the Village of Hoffman Estates using CARES Act CDBG-CV funds and is administered by the North West Housing Partnership (NWHP), a non-profit agency. The Single Family Home Repair program grants a zero-interest deferred loan of up to $25,000 to help qualifying residents to complete home repairs, address existing code violations, safety issues, and weatherization issues. Typical repairs include roofing, doors and windows, plumbing, electrical wiring, heating and/or basic structural repairs. To be eligible for this program, you must meet HUD income requirements. The program is funded through the Village's CDBG allocation and is administered by the North West Housing Partnership (NWHP).
