At the State level, Hoffman Estates contracts with Ronan and Associates at a cost of $5,000 per month to assist with State of Illinois legislative issues and grant opportunities. The agreement was effective November 1, 2009 and continues on a month to month basis with a requirement of no less than 30 days notice prior to cancellation.

The Village contracted in April 2011 with lobbyist mCapitol Management on the federal level to provide legislative assistance in identifying and securing federal funds for infrastructure projects including legislative, transportation and transit grants. The Village's agreement with mCapitol was cancelled, effective March 2014 but the agreement (PDF) is available here. 

From 2009 – current, the Village of Hoffman Estates has been a member of the following organizations that engage in municipal lobbying efforts: Northwest Municipal Conference ($26,300 annual), Illinois Municipal League ($2,440), National League of Cities ($4,500), Metropolitan Mayors Caucus ($1,800), and the U.S. Conference of Mayors ($5,270). Please note that these organizations provide services, guidance, education and resources to municipalities, in addition to participating in legislative issues.
