Infrastructure Construction Projects
The Capital Improvement Program (CIP) is a financial planning, budgeting, and management tool that identifies public facility, infrastructure, and equipment replacement and repairs, and schedules these requirements for funding and implementation over a five-year period. Deferral of needed infrastructure maintenance activities would only serve to increase overall costs over the long-term.
2024 Infrastructure Construction Projects Map
The Village utilizes a pavement management rating system to identify the most cost-effective maintenance treatments to apply at the optimal time in the life cycles of streets and prioritize funding for the annual street revitalization program. Annual improvements include a combination of preventative maintenance (crack sealing and surface patching), resurfacing/structural overlay, and reconstruction.
The Village continues to utilize in-house engineering staff to perform all phases of project design and management.

2024 Batavia Lane Street Reconstruction and Utility Replacements (Bradley Lane to Ash Road)
Since adoption of the 2010 Comprehensive Bicycle Plan, significant progress has been made toward the designation of on-street routes and lanes throughout the Village and completion of several off-street paths. Village projects consider both local and regional goals of building a comprehensive and interconnected system of facilities. Crossings of the I-90 Tollway, completion of regional corridor path segments, links among Forest Preserve paths, improving accessibility at major intersections, and bringing designated bicycle facilities within a half mile or less of all areas of the Village are some of the major goals of the bicycle plan.

2024 Beverly Road Bicycle Facility and Resurfacing Project Details (Prairie Stone Parkway to Beacon Pointe Drive)

Contractor: Plote Construction
Construction Timeline: March 2024 - November 2024
Status: Pavement grinding is anticipated to occur on Beverly Road between Beacon Pointe Drive and Prairie Stone Parkway on Thursday, October 24. Pavement patching and placement of asphalt binder and asphalt surface are all anticipated to occur during the week of October 28. Some daytime lane closures are expected to occur throughout the coming weeks.

In April 2021, a ballot referendum that asked if the Village should install street lights on all collector streets received a positive result. Preliminary engineering identifying light pole spacing, layout, controller box location, and recommended implementation through 2030 has been completed.

2024 Collector Street Light Program Details
- Illinois Boulevard (Schaumburg Road to Roselle Road) - July thru December 2024
- West Thacker Street (Illinois Boulevard to Roselle Road) - April thru December 2024
Status: Contract has been awarded and contractor, Utility Dynamics Corporation, is acquiring materials. Work expected to begin in April 2024 and be completed by December 2024. Due to utilization of trenchless conduit and wire installation, it is expected that street and driveway access will be maintained at all times for the duration of the project.

The tree replacement program includes the removal and reforestation of the dead and declining Silver Maple and Siberian Elm trees within the Village’s parkways. Tree removals and replacements will be phased between 2024 and 2025.

Status: The contractor, Advanced Tree Care, is anticipated to begin two-year removal program starting in April 2024.

The Village sewer system includes 15 lift stations, 2 of which were recently rehabilitated. Of the remaining 13 stations, 10 are scheduled for large‐scale rehabilitation or replacement by 2030. This rehab schedule is based upon past maintenance requirements and ongoing staff assessment and is evaluated annually considering corrosion damage to various components, pipe condition, valve functionality, and pump performance, among other factors. Planned rehab/replacement reduces ongoing maintenance costs and the likelihood that critical repairs are needed to maintain functionality.

The focus of the sanitary sewer rehabilitation program is to proactively line and replace sanitary sewer infrastructure to limit critical failures from occurring. The current program focuses on extending the life of existing mains by cured-in-place pipe (CIPP) lining when possible. However, more aggressive replacement by excavation is warranted when lining is no longer an option.

The goal of the annual program is to improve walkability by replacing sidewalks with moderate deviations. The annual program is developed with data collected in the annual sidewalk inspection program. Inspections of every area of the Village is completed every two to three years.

The focus of the storm sewer rehabilitation program is to maintain the existing storm sewer infrastructure through rehabilitation and replacement of aging storm sewer and culvert pipes. The current focus remains to rehabilitate corrugated metal pipe (CMP) as sewers constructed of this material are generally the largest and oldest in the Village system. Trenchless repair is prioritized due to cost savings when feasible. The proposed plan accounts for rehabilitation or replacement of all CMP by 2027. Coordination of this work with other Village capital projects, mainly street reconstruction/resurfacing allows for replacement sections to be completed in a more cost-effective manner than a stand‐alone project. In‐house design and construction engineering is being utilized when feasible, which allows for more funds to be used for construction.

2023 Storm Sewer Rehabilitation Program Details
Status: The contractor, Inliner Solutions, is anticipated to resume work during the week of February 1, 2024. Storm sewer lining will occur on pipes in various areas throughout the Village, and in most cases, the lining of each pipe is anticipated to be completed within one day.

The water main replacement program is intended to proactively replace aging and worn-out mains throughout the Village before they reach a critical state where main breaks are more likely. Replacement decisions are based on parameters established as part of a recent engineering study, including main break history, pipe material, age, size, and service population, among other factors. Coordination of this work with other Village capital projects, mainly street reconstruction/resurfacing allows for replacement sections to be completed in a more cost-effective manner than a stand‐alone project. In‐house design and construction engineering is being utilized when feasible, which allows for more funds to be used for construction.

Barrington Road Widening - Algonquin to Central Road
Lead Agency: IDOT
Scope: Widen and reconstruct Barrington Road from Algonquin Road to Central Road.
Status: Phase II Engineering deign underway. Construction timing unknown.
Central Road Off-Street Bicycle Facility (Access to Transit//CMAQ)
Lead Agency: Cook County
Scope: Off-street path along the north side of Central Road from the Paul Douglas Forest Preserve Path on to the Pace Park-n-Ride at Barrington Road.
Status: Construction anticipated to begin in late 2024.
Golf Road over Poplar Creek Tributary - Culvert Extension
Lead Agency: IDOT
Scope: Removal and replacement of 3' of the culvert with the headwall and wingwall. Lane shifts will occur east of Rohrssen Road and there will be some tree clearing in the north right-of-way.
Status: IDOT bid award in process. Construction anticipated to begin in October 2023
Shoe Factory Road Reconstruction and Off-street Path
Lead Agency: Cook County
Scope: Widen and reconstruct Shoe Factory Road from east of Beverly Road to Essex Drive with off-road path north of Shoe Factory Road, west of Beverly Road.
Status: Construction anticipated to begin in late 2024.
The Village regularly seeks out grant funding and other sources for roadway improvements. Below are examples of just some of the funding sources.
Community Development Block Grant (CDBG)
A portion of the Village's CDBG Funds is used for infrastructure improvements in low to moderate income neighborhoods. These improvements include public street reconstruction. In 2021, CDBG funds were used towards roadway rehabilitation projects at Maywood, Lincolnshire, and Holly Lanes.
Road Improvement Impact Fee (RIIF)
The Village of Hoffman Estates established a Fair Share Road Improvement Impact Fee in 1995 with the approval of Ordinance 2741-1995. The fees stipulated by the program are intended to supplement other funding sources to ensure that new development in the Village pays a fair share of the transportation and infrastructure improvements necessary to serve that development. The Village has two service areas, Central and Western, with Barrington Road as the dividing line.
Motor Fuel Tax (MFT)
The Village receives an annual allotment of MFT funds based on the Village population. The funds are collected at the sale of gasoline, on a per gallon basis. The Village uses MFT monies to fund a portion of the annual Street Revitalization Project, Traffic Signal Maintenance, Sidewalk installations, along with other various projects. The funds may be used for both maintenance and capacity improvements for transportation facilities.
Federal Surface Transportation Program (STP)
These funds are typically used for road rehabilitation and other improvements. Federal Surface Transportation Program funds were obtained in the past to pay for a significant share of reconstruction and/or widening projects on Bode Road, Huntington Boulevard between Algonquin Road and Westbury Drive, and the Barrington / Higgins Road intersection widening. STP funds are allocated by the Northwest Municipal Conference (NWMC)
Congestion Mitigation Air Quality (CMAQ)
Recent CMAQ projects in the village include bicycle path / sidewalk on Higgins Road east and west of Roselle Road, a diesel emissions reduction project, and adding right turn lanes at the IL 59 / Shoe Factory Road intersection. For more information on CMAQ, click below.
Safe Routes to School (SRTS)
The Illinois Safe Routes to School Program supports projects and programs that enable and encourage walking and bicycling to and from school. The program applies to schools serving grades Kindergarten through 8th grade. With SRTS, the Village is coordinating potential projects with interested School Districts.
Illinois Transportation Enhancement Program (ITEP)
ITEP is an annual grant program implemented by IDOT through the federal transportation bill. The Village received approval of an application for ITEP funds in 2013 for the engineering and construction of Shoe Factory Road / I-90 under cross pedestrian and bicycle project.
