All residential rental units must be licensed and inspected annually in order to provide contact information and ensure compliance with property maintenance codes. Apartment complexes are not included in this program since they are subject to a separate license process. The Village follows the 2015 International Property Maintenance Code (IPMC), with local amendments.

The residential rental license and inspection program is intended to ensure the property owner of a rental unit maintains the interior and exterior of their units and are in compliance with the Village's adopted property maintenance codes.

It is the property owner’s responsibility to obtain the license and inspections.

COVID-19 PROTOCOL

For the safety of everyone, we ask that as few people as possible be present during an inspection. Please cancel your inspection if you suspect anyone in the home may be positive for COVID-19.

Program Fees

Each license fee is $150 per unit, per year. A fee of $75 is applicable for units that are located within a multi-family building where the common areas of the building and exterior property are already inspected under a separate Village License (Steeple Hill, Highland Crossing, Huntington Grove, Moon Lake Village, and Hilldale Condominiums).

If you own more than one unit, you must obtain a license and pay a fee for each individual unit.

Each registration is due annually, based on the calendar year.

Inspection Process

An owner's representative should be on-site 15 minutes prior to the scheduled inspection time. A typical inspection will be completed in less than one hour. If the inspection reveals code violations at the rental property, reasonable time will be given to correct all violations and re-inspection will be required (subject to an additional fee). The compliance time will depend on the nature of the violation. Serious life safety violations such as inoperable smoke and carbon monoxide detectors will require immediate correction. After the final inspection is approved verifying there are no code violations, the Village will issue a formal license to the owner of the property. This license is valid until December 31, at which time it must be renewed if the property will continue to be rented.
