POSITION SUMMARY
The Village of Hoffman Estates is seeking a motivated manager & team leader for the position of Assistant Director of Building and Code Enforcement.

The Assistant Director manages the daily operations of all programs within the Building & Code Enforcement Division of the Development Services Department, including building permit reviews and inspections, property maintenance & rental programs, annual fire inspections, health inspections, and related work. The Assistant Director supervises Division staff and is a primary resource for complex situations that arise. The position responds to and interacts with residents, employees, and/or others within and outside the organization in a courteous, professional, and effective manner.

Building & Code Enforcement Mission Statement: To safeguard and protect the public health, safety and general welfare of the residents of Hoffman Estates through the application of the adopted codes and ordinances in an efficient and effective manner, through the wise use and management of all available resources.

HOURS AND SCHEDULE
40 hours per week, Monday – Friday 8:00a.m. – 5:00p.m. and as otherwise necessary to fulfill the duties of the position. 

REQUIRED COMPETENCIES

• Management practices and procedures.

• Construction engineering and architectural techniques, procedures and applications (desired).
• Problem solving and customer service skills.

Ability To:

• Work together with other Division Directors and Department Directors in a team approach.
• Oversee daily operations of the Division and supervise, develop, train, motivate and evaluate the performance of employees in a participative environment; must have excellent inter personal and time management skills.
• Coordinate with others with an interest in a particular issue to assure that a broad range of
perspectives are considered.
• Take a flexible, creative approach to problem solving.
• Basic understanding of architectural and construction drawings and plans, ability to read and
interpret codes.
• Prioritize, plan and schedule work.
• Develop and communicate performance standards to employees.
• Quickly comprehend and analyze problematic situations and defuse/resolve issues timely and
appropriately.
• Quantify, evaluate and draw conclusions from extensive data.
• Establish successful working relationships with other employees, supervisors and other
departments.

Proficiency In:
• Operating a personal computer in a network environment.
• Working efficiently under pressure and/or with frequent interruptions.
• Quickly switching from one task to another.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
• Supervises and directs division employees either directly or through subordinates, implements Division procedures, assigns work tasks to team members, and monitors progress for completion. Evaluates work performance of immediate staff and assists with evaluation of all subordinate inspection and administrative support staff.

• Works with Director to plan, organize and coordinate operations of the Code Division. Serves as a resource and provides guidance for Division employees regarding all facets of work performed by the Division. Develops strategies to assure maximum efficiency and recommends changes or creation of new procedures and processes.

• Assists Division staff with complex permit, inspection, violation, and other situations to ensure accurate and prompt customer service for residents, business owners, and others.

• Coordinates and facilitates a team approach among all Division employees, primarily by fostering communication and cooperation between Division supervisors and the Building and Health Officials.

• Prepares and reviews performance reports, monitors work productivity, process effectiveness, responsiveness and accuracy of work performed in the Division. Facilitates training and mentoring for Division staff.

• Responds to complaints, questions and inquiries from residents and others regarding code violations, construction projects or project status, code requirements, etc. Delegates tasks as appropriate.

• Provides clear and concise summaries and informational communications to upper management or legal staff, as needed. Ability to communicate professionally when necessary with business leaders, elected officials, other agency officials, etc.

• Assists and provides input to the Director on the annual budget; monitors purchasing and expenditures; prepares monthly Division Reports; and assists with the Code Division portions of the annual and other reports.

• Assists in recommending changes in municipal ordinances, Division procedures, efficiency improvements in support of Village goals and objectives.

• Assists with hiring and training of new employees. Documents performance and takes disciplinary actions as needed.

• Assumes administrative responsibility for the division in the director’s absence or when so directed.

EDUCATION, EXPERIENCE AND COMPUTER SKILLS

The designated education and experience levels best describe the minimum requirement needed to fulfill the essential job functions. However, any combination of equivalent education or experience may be considered.
• Bachelor's degree (B.A.) in Planning, Building and Code Enforcement, or Public Administration required.
• Minimum 4 - 10 years of Community Development, Planning, or Municipal Government experience.
• Two years supervisory/management experience.
• Proficiency in Microsoft Office Suite.
